Where CSS is available
The CSS programme is a European remedy to a European ruling, and its map is drawn accordingly: the European Economic Area, the United Kingdom and Switzerland. Where you sell matters more than where you are.

It follows the country you advertise in
The programme is keyed to the country your Shopping campaigns target, not to where your company is registered. A merchant outside Europe selling into Germany gets the advantage on German Shopping traffic; a European merchant advertising in the United States does not get it on that traffic, because the auction is outside the programme.
For cross-border sellers this matters more than it first appears. If most of your Shopping spend is in the countries above, the advantage applies to most of your spend. If you sell mainly into North America or Asia, CSS is not the lever to pull.
Nothing about the country list is something you configure. Your campaigns already target countries, and the advantage applies wherever those targets and the programme overlap.
One CSS, many markets
A single CSS association covers every country you advertise in within the programme. You do not need a partner per market, and you do not need a separate Merchant Center per country for CSS reasons. If you already run several, for feed or currency reasons, each one is associated in the same way.
